Announcement: New Determination of Eligibility (DOE) Form

The Maryland Historical Trust (MHT) is pleased to announce the release of a new Determination of Eligibility (DOE) form and updated guidance for documenting and evaluating historic properties -- the form used to evaluate and determine whether a property is eligible for listing in the National Register of Historic Places. The DOE provides MHT with the information needed to review and comment on a property's inclusion in the state and federal project review process.


This update reflects MHT’s ongoing efforts to improve clarity, consistency, and accessibility in the state's documentation of Maryland's historic properties, while supporting more efficient review under Section 106 of the National Historic Preservation Act and the Maryland Historical Trust Act.

What’s new

The updated DOE process introduces a more streamlined and integrated approach:

  • Microsoft Word-based form: The DOE form is now prepared in Microsoft Word, replacing the previous Microsoft Access format. This improves usability, accessibility, and compatibility across agencies and consultants.
  • Single, comprehensive document: The DOE form now consolidates all required information—property data, evaluation, maps, and images—into one document.
  • Improved accessibility: The Word-based format supports accessible, text-based documentation with embedded images and captions.
  • Elimination of the "short form" DOE: The previous process included two pathways to document properties. This update eliminates the "short form" DOE to provide a single, more efficient process. All evaluations should be documented using the full DOE format.
  • Digital submission: Supporting materials, including digital photographs, are submitted electronically through a structured workflow. Submission of digital photographs on archival CDs is no longer required.

Updated submission process

MHT has implemented a coordinated digital workflow for DOE submission:

  • Microsoft Teams is used to transmit DOE documentation and supporting materials, including photographs.
  • MHT’s online project review portal, e106, is used to submit all Section 106 consultation materials and correspondence.
